If your battery has died, been replaced or disconnected for service, you will most likely need to drive the vehicle for a while before bringing it in for a smog. Vehicles newer than the mid to late 90's have emission data that gets stored in your onboard computer. When the battery dies or is disconnected the onboard computer loses all of its memory data. Driving the vehicle will re-store the data needed for the smog test.
Most vehicles have fairly simple drive cycles where the data is recorded in the onboard computer. For instance, driving on the freeway for 4 to 5 days, needing just 10 miles of flat freeway at a speed selected between 55 and 60mph. One 10 mile trip per day, will usually suffice to get he necessary information on your catalytic converter performance to get it through a smog test. Some vehicles have extensive drive cycle requirements.
If you replace your battery, jump start the vehicle or have had service where the battery has been disconnected, you may fail a smog test because the "monitors are not ready". This just means your computer has lost the information and you need to drive the vehicle for a bit before it has enough data to pass the smog check.
